Thanks to Michael Trolove for identifying this as a hay making kit / side delivery rake, probably dating from the 1930s. It's beside Cornworthy Footpath 2, and hence beside the John Musgrave Heritage Trail and the Dart Valley Trail, just east of Tuckenhay Bridge.
