The thing in the foreground is a temporary fabric dam. They are dotted all along the construction site associated with a micro hydro scheme pipeline. They seem to be intended to filter debris in any water run-off from the site: possibly salmon are the species benefitting from this environmental care: or is it Man because only He has the thought processes necessary to the appreciation of the tragedy of the demise of a species....hmmm?
